4 <br /> risk. <br /> Commissioner Willhoit proposed that a study be done of the design <br /> standards to be incorporated into the Comprehensive Plan that would <br /> ultimately provide the open space that is desired in the RB and still have <br /> minimal impact on the property owners. The Board asked the County <br /> Manager to put this item on the next agenda for further discussion. <br /> Gledhill explained that the continuous frontage requirement could <br /> not be eliminated for only the RB area but would need to be done <br /> countywide. <br /> In answer to a question from Commissioner Carey, Collins stated <br /> that the two acre standard was discussed along with 5 and 10 acre <br /> standards. The two acre standard was a recommendation from Chapel Hill <br /> for the Joint Area Plan. <br /> COMMENTS FROM THE PLANNING BOARD CHAIR BARRY JACOBS <br /> Jacobs reiterated concerns raised by the Planning Board Members. <br /> He stated that the Planning Board attempted to address in their <br /> recommendation the concerns of those individuals who spoke at the public <br /> hearing. The Planning Board recommended that the two acre minimum lot <br /> size remain in effect for future development and that the concerns of <br /> those with preexisting lots be addressed. They recommended that the Board <br /> consider maintaining the same setbacks in the RB as presently in the R-1 <br /> districts and that the amendments and concerns be aired at a public <br /> hearing to be scheduled for March 10. <br /> Commissioner Carey stated his concerns for the equity issues which <br /> have not been addressed but stated the importance of protecting the <br /> relationship between the Zoning Ordinance and the Land Use Plan. <br /> PUBLIC COMMENT <br /> Regina Nobblett, Henry Whitfield, Roy Stroud, Helene Ivey, Melvin <br /> Parrish, David Parrish and Randy Danziger spoke in opposition of the of <br /> the 2 acre lot minimum in the Rural Buffer. <br /> Motion was made by Commissioner Willhoit, seconded by Chair <br /> Marshall to approve the staff recommendation with a moratorium on the <br /> enforcement of the contiguous frontage regulation. The staff <br /> recommendation is that the Zoning Ordinance text/atlas amendments be <br /> adopted to conform with the Joint Planning Area Land Use Plan. The <br /> proposed amendments, including recommended changes to address staff <br /> concerns as well as others expressed at the public hearing, are as <br /> follows: <br /> 1. Permitted uses in the Rural Buffer district would be identical <br /> to those permitted in the Agricultural Residential (AR) <br /> district except for the following: <br /> Change "cemetery" from a Permitted Use to Class B Special Use. <br /> Delete "extraction of earth products" as Permitted Use. <br /> Delete "non-profit educational cooperative" as Class A Special <br /> Use. <br /> Delete "greenhouses (on premises sales) " as Permitted Use. <br /> Delete "commercial feeder operation" as Permitted Use" . <br /> The proposed changes would make the list of permitted uses <br /> identical to those permitted in the Rural Residential (R-1) <br /> zoning district.
