• <br /> A RESOLUTION - ' <br /> CONCERNING FUNDING OF ADMINISTRATIVE COSTS OF DAY CARE SERVICES <br /> WHEREAS, the one hundred (100) ' County Departments of Social <br /> Services are legally responsible for the delivery of' a vast array of <br /> human services within the State of North Carolina ii cl%tding Day Care <br /> .. Services to Children; and <br /> WHEREAS, in 1979, the Day Care Services for Children Program was <br /> removed from the control and. Oversight of the State Division. of Social <br /> Services and an 'Office of Day Care Services for Children within the <br /> Department of Human Resources was established at which tip,.. no <br /> Administtative funds for the provision of Day Care Services. were- - <br /> allocated to the counties; and, <br /> WHEREAS, since 1983, Day Care funding, has increammadbylmxre than <br /> 72% to approximately $26,000,000; and ' <br /> WHEREAS, the North Carolina General Assembly coaatinues to provide <br /> additional money to expand Day Care Services; and <br /> WHEREAS, in fiscal year 1985-86, approximately $800,000 in <br /> • appropriate. Day Care funds were reverted; and <br /> WHEREAS, approximately ' $3,000,000 in Service Deli.iv+ery_ costs - <br /> directly related to the administration of Day Care was identified by <br /> the one hundred (100) -counties. <br /> NOW, THEREFORE, BE IT RESOLVED that the North Carolina <br /> Association of County Commissioners calls on the North Carolina <br /> Department of Human Resources to allocate funds to reduce the county <br /> costs of the administration of Day Care services <br /> FURTHER, BE IT RESOLVED that copies of this resolution be <br /> forwarded to the appropriate State and federal officials. <br /> Adopted this 16th day of August, 1986, in Winston-Salem,, North <br /> Carolina. <br /> Attest: <br /> q7;: i.cit.
