A RESOLUTION CONCERNING ADDITIONAL RETIREITMft BENEFITS FOR <br /> LOCAL LAW ENFORCEMENT OFFICERS <br /> WHEREAS, the North Carolina General Assembly enected House Bill <br /> 2130 in the last days of the 1986 Legislative Session; and <br /> WHEREAS, this legislation requires local governments to provide <br /> contributions to the Special Retirement Income PT-oilman for local law <br /> enforcement officers and to pay a special separation allowance to <br /> local law enforcement officers who retire early; and <br /> • WHEREAS; the cost to counties and cities of the additional . <br /> retirement contributions is estimated by legislative fiscal staff to <br /> be $9 million in the first full, year in which the full -five percent <br /> (5%) of salary is to be contributed; and <br /> WHEREAS, the cost to local governments of the required separation. <br /> allowance is impossible to estimate but will be substantial; and <br /> WHEREAS, companion legislation enacted to defray the cost to <br /> local governments of the new mandated retirement contribution will be <br /> insufficient to do so; and - <br /> WHEREAS, enactment of this legislation represents a state mandate. <br /> levied on local government without provision of finances to carry out <br /> the mandate; and <br /> WHEREAS,. provision of these additional benefits is a <br /> responsibility not heretofore that of county and city governments and' <br /> will place law enforcement personnel in a position separate and apart <br /> from other local employees, thus having a detrimental effect on the <br /> morale of other local employees and placing local elected officials in <br /> an untenable .position. <br /> NOW, THEREFORE BE IT RESOLVED that the North: Carolina Association <br /> of County Commissioners calls on the 1987 General Assembly to mitigate. <br /> the consequences of the legislature' s action in. enacting House Bill <br /> 2130 in 1986, by redressing financial and manageria.1 impacts of .the <br /> bill. <br /> If the legislation is left unchanged, the General Assembly should <br /> provide funding necessary to ameliorate the effect on local <br /> governments as well as that necessary to redress the imbalance between <br /> local law enforcement officers and other local employees, and should <br /> provide for administration of these: benefits through the normal <br /> retirement system mechanism. • <br /> • a <br />
