WHEREAS, the Constitutio .g <br /> n, uarantees each pupil the, right to an <br /> equal opportunity for an education; and _ <br /> ~ WH;BEAS, the payment of supplements by counties to -teachers <br /> promoted an unequal opportunity by causing counties to bid against one <br /> another for teachers and other educational. persgenal; anud. . <br /> WHEREAS, a statewide pay schedule for teachers and other <br /> educational personnel, adequate to attract and hold qualified <br /> personnel without payment of a local supplement, should be adopted by <br /> the General Assembly; and . <br /> WHEREAS, such a uniform statewide pay plan-would assure the <br /> ability of any county in North Carolina to attract -qualified . <br /> educational personnel; and <br /> WHEREAS, failure to adopt such a p▪ lan would ptet all counties on. <br /> notice that in order to attract personnel they nay have to supplement 1i, <br /> the salary allocation to the state's teachers and other educational j <br /> personnel. ; <br /> NOW, THEREFORE BE IT RESOLVED that▪ the North Carolina Association <br /> of County Commissioners calls on the General Assembly on North <br /> Carolina to place on the ballot of November, 1987, a Constitutional <br /> amendment that prohibits counties from using local tax fiends to <br /> compete with other systems for the employment of educational <br /> personnel. <br /> FURTHER, BE. IT RESOLVED that copies of this resolution be <br /> forwarded to the appropriate State and federal officials..
