These services must be clearly defined and <br /> adequately funded. State mandated services delivered at the county <br /> level should be financed from state revenue sources in order for every <br /> citizen of North Carolina to receive a substantially similar degree of :. <br /> service. Because the counties are impacted by state salary increases ' <br /> and by inflation in non-salary .items in human service programs, the <br /> Association will continue to support funding' of the Jordan-Adi®as <br /> provision which acknowledges this state impact on county budgets_ <br /> The Assopiation supports legislative efforts to improve: and.-assoare <br /> adequate availability of quality long-term care facilities for elderly, <br /> and disabled citizens and the Association will offer its general. <br /> support for budget requests which would provide additional local <br /> program funds in human services programs., provided that such requests <br /> do not obligate additional county funds. <br /> r - <br /> The North Carolina Association of County Commissioners has <br /> • traditionally maintained that its lobbying efforts should not be <br /> utilized on behalf of individual counties seeking legislative remedy: <br /> for problems not statewide in nature.
