181 <br /> ORANGE COUNTY <br /> HUMAN SERVICES ADVISORY COMMISSION <br /> 1. Charge <br /> The HSAC shall be responsible for making recommendations <br /> to the Board of Commissioners concerning human services <br /> programs in the County in order to improve the quality <br /> of life. The HSAC shall develop, review, and <br /> periodically evaluate human services programs. The HSAC <br /> shall also function in an advisory capacity, providing <br /> counsel to human services agencies, commissions, and <br /> other groups within the County. <br /> 2 . Role of HSAC <br /> The HSAC shall be a planning and evaluative body with <br /> the following specific duties: <br /> A. Coordination of the County human services delivery <br /> system. <br /> B. Assessment of human services needs in the County. <br /> C. Evaluation of the level and availability of human <br /> services delivered by County departments and other <br /> agencies. <br /> D. Recommendations for improving the family orienta- <br /> tion of the County human services delivery system. <br /> E. Studies and projects as requested by the Board of <br /> Commissioners. <br /> 3 . Authority/Jurisdiction of the HSAC as it relates to the <br /> Board of Commissioners, non-departmental human services <br /> agencies and mandated human services boards (Health, <br /> Social Services and Mental Health) . Organization chart <br /> of County human services structure. <br /> A. The HSAC shall be appointed by and responsible to <br /> the Board of Commissioners and shall conduct an <br /> annual work session with the Board of Commissioners <br /> and present reports to the Board of Commissioners <br /> regularly. <br /> B. Cooperative relationship with mandated boards and <br /> County human services departments. <br /> C. Coordinate with Town Human Service Boards and other <br /> planning groups. <br />
