The State Department of Public <br /> Instruction now is sending out the survey instructions and forms to <br /> local school board superintendents. The responses -to the survey are <br /> to be returned to the State Department by January 31, 1987. <br /> Need For Update _ <br /> There are several reasons why the State Board of Educati®n has <br /> launched this new survey. 7 . <br /> 3. Governor Martin's proposal to create a state-level school <br /> construction loan fund will require up-to-date and accurate data <br /> on the extent of school capital needs. <br /> 2. The 1986 local sales tax law requires the State Treasurer to make <br /> an annual report to the General Assembly detailing school <br /> building needs, county financial commitment, and the use of sales <br /> tax proceeds. The updated school building data will be <br /> incorporated in the Treasurer's report. <br /> 3. T result's of the 1984 survey have been questioned by many state - <br /> 1 gisl tors and county officials. • were the needs based on <br /> immediate or long-range projections, to what extent did the 1984 <br /> survey reflect the impact of the Basic Education Program, etc? <br /> 4. Some state legislators also have expressed concern that counties <br /> might not be able to keep pace in providing school buildings <br /> needed to house the additional state-funded teachers, support <br /> personnel, and administrators made available by the Basic <br /> Education Program. <br /> New Process <br /> Current and accurate information on school building needs will be of <br /> critical importance to the General Assembly in 1987 and beyond.
