Lee Burgess, Jr. , Sanitation Superintendent <br /> SUBJECT: Interim Recycling Program <br /> DATE: Nov2'iaber 20, 1986 <br /> I propose the following operating plan for our participation in an interim recycling <br /> program for Orange County. <br /> I. Collection Process: We will assign one SANITATION EQUIPMENT OPERATOR I, one <br /> front-end sanitation truck and 1 white ods dump truck for recycling collection <br /> route. <br /> Both newsprint and aluminum will be collected from 5 public drop-off sites, 3 ie <br /> Chapel Hill and 1 each in Carrboro and Orange County. Suggested sites are noted. <br /> Chapel Hill: North end - Timberlyne Shopping Center <br /> Central - University Mall area <br /> South end - Glen Lennox area <br /> Carrboro: . Plantation Plaza or. Willow Creek Shopping Center <br /> Orange'County: Sunrise Market, Hi-way 86 <br /> Collections and deliveries to markets will be made weekly on Wednesdays_! The <br /> route will commence at 6:30 a.m. and continue until 3:00 p.m. More or less time <br /> will be used that day as necessary. Material collected will be delivered and <br /> sold as follows: <br /> Newsprint -- to Paperstock Dealers in Durham at $15 per ton <br /> Aluminum - to Boy Scout Troop #39 in Chapel Hill at 20C per pound <br /> During holiday weeks, collection services will be provided only if needed, based <br /> on quantity. If necessary, one of three front-end sanitation truck operators <br /> will operate a double route. I note that this recycling collection route is be- <br /> ing created for the new front-end truck on order and for Laster Betts as a new <br /> 5-day per week route. Accordingly,g y, other collection services 47111 not be cur- <br /> tailed to any significant degree. <br /> Citizens can deliver items for recycling at any of the 5 sites, each of which <br /> will have a 4 cubic yard bulk container for newsprint and 5 barrels for aluminum. <br /> The operator of the route will be responsible for minor cleanup at collection <br /> sites. If major work is required, assistance will be provided by Chapel Hill <br /> reserve sanitation personnel and public works employees from Carrboro and Orange <br /> County. <br /> II. Funding: the Orange Regional Landfill will pay program service costs. Funds <br /> will be provided from both landfill operating revenues and income from the sale of <br /> recyclable material.
