156 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> Action Agenda <br /> Item No. Fl <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: JANUARY 5, 1987 <br /> SUBJECT: PROPOSED INTERIM RECYCLING PROGRAM FOR ORANGE COUNTY <br /> DEPARTMENT: COUNTY MANAGER PUBLIC HEARING: Yes X No <br /> ATTACHMENT(S) : INFORMATION CONTACT: MANAGER'S <br /> OFFICE,X501 <br /> MEMORANDUM <br /> TELEPHONE NUMBER: <br /> Hillsborough — 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To consider a recommendation from the Regional Landfill Owners <br /> Task Force which consists of Chapel Hill, Carrboro and Orange <br /> County. <br /> NEED: Pursuant to a recommendation by the Solid Waste Task Force <br /> that a recycling program be undertaken representatives of the <br /> landfill owners met December 15, 1986 to consider a proposal <br /> for the establishment of such a program on an interim basis. <br /> The attached proposal was considered as an "interim solution" <br /> pending decision in what further recycling measures might <br /> prove feasible. The main points endorsed by the landfill <br /> owners include: <br /> 1. Chapel Hill would operate the program. <br /> 2 . It would be confined initially to the collection of <br /> newsprint and aluminum cans. <br /> 3. Five collection points would be established. <br /> 4. Funds for the program would be provided from both <br /> landfill operating revenues and income from the sale <br /> of recyclable material. <br /> IMPACT: First year cost would be $21,500. This amount consists of the <br /> one time purchase of containers ($6,500) , labor ($4, 500) , <br /> equipment ($9, 000) , and overhead ($1,500) . <br /> RECOMMENDATION(S) : <br /> Approve the Interim Recycling Program with funding to come <br /> from the landfill revenues to the extent that costs are not <br /> covered from the sale of recyclable material. <br />
