On <br /> October 7, 1986 bids were solicited from various <br /> construction companies to build the park. Two companies <br /> responded. Since this is a sealed bid, it is required that <br /> at least three bids be received. Bids were taken again <br /> 10-20-86, again with two responders. By statute, the lowest <br /> bid in the second round of bidding may be accepted regardless of the <br /> number of responders. <br /> Laramore Construction, Danville, Virginia, submitted a base <br /> bid of 198, 800 with an add alternate of 39,500 for a total <br /> of $238,300; Gaither Construction Co. , Raleigh, submitted a <br /> base bid of 218,507 with an add alternate of $16,890 for a <br /> total of $235, 397. Since approximately $100, 000 of CD funds <br /> are available it was readily apparent the add alternate <br /> (picnic shelter) would not be feasible thereby making the <br /> low bidder Laramore Construction Company. <br /> General Statutes allow that negotiations may be carried on <br /> with the lowest responsible bidder, making reasonable <br /> changes in the plans and specifications "as may be necessary <br /> to bring the contract price within the funds available, and <br /> may award a contract to such bidder (if he will agree) to <br /> perform the work at the negotiated price within the funds <br /> available therefor". Negotiation was entered into with <br /> Laramore and a negotiated figure of $104,990 was reached. <br /> Detail of items included and deleted are found on exhibit <br /> A. Since this figure falls within Community Development <br /> available funds it is recommended the negotiated figure be <br /> accepted. <br /> IMPACT: Community Development funds are available. <br /> RECOMMENDATION: Award bid for construction of Fairview Park to <br />
