Taylor, Town Manager <br /> SUBJECT: Stacy Heights Subdivision - Joint Planning Area <br /> DATE: , December 8, 1986 - - <br /> The attached resolution would recommend that the Orange County <br /> Board of Commissioners approve/deny a subdivision. in. the Joint <br /> Planning Area. - <br /> Background <br /> We have received an application for subdivision approval in the <br /> Joint Planning Area. A 7-lot subdivision 3s proposed on the east. <br /> • side of Rogers Road, 250 feet north of Homestead Road. This is <br /> in the "20-year" transition area of the old Orange County Land <br /> Use Plan (upon which the existing Joint Planning Agreement is <br /> based) . <br /> Attached is a Planning Staff Report that reviews and evaluates <br /> the application. <br /> Key Issues <br /> The Planning Staff Report raises several key issues. <br /> (1) There are access and circulation problems. Four lots are <br /> proposed to front an an unpaved private road. This proposed <br /> unpaved road would also connect Rogers road to an adjacent <br /> undeveloped tract to the east of this property. This <br /> adjacent, undeveloped land does not now have direct access <br /> to a street. Also, the future widening of Rogers Road is <br /> not addressed in the proposal. <br /> (2) The proposal does not- propose any of the required recreation <br /> space. <br /> (3) The developer is proposing individual wells and septic <br /> tanks. There are two problems with this 'proposal. First. <br /> .we believe this area, which will become urban in the <br /> near future, should not develop on wells and septic systems. <br /> Provisions should be made for public water and sewer. <br />
