11 5 <br /> December 2, 1986 Planning Board meeting <br /> Resolution B (not recommended by staff) <br /> RESOLUTION RECOMMENDING THAT THE ORANGE COUNTY COMMISSIONERS APPROVE, AN <br /> APPLICATION FOR PRELIMINARY PLAT APPROVAL FOR STACY HEIGHTS, SECTION II <br /> BE IT RESOLVED by the Council of the Town of Chapel Hill that it finds that the <br /> subdivision proposed by George Tate on property identified as Chapel Hill <br /> Township Tax Map 23, Block C, Lot 25A, if developed according to the plat dated <br /> January 27, 1986, with the conditions listed below, would comply with the <br /> provisions of the Orange County Subdivision Ordinance and the intent of the <br /> Joint Planning Agreement between Orange County and the Town of Chapel Hill. <br /> 1. That the applicant dedicate for public use one-half of an-85-foot <br /> right-of-way along the subdivision's frontage on Rogers Road. - <br /> 2. That the applicant dedicate for public use a 65-foot right-of-way for the <br /> road (East Tallyho Trail) serving lots 3, 4, 5, and 6, and that this road <br /> be built to Town of Chapel Hill Class B standards with 20 feet of pavement <br /> with shoulder and ditch. <br /> 3. That a temporary T-turnaround meeting Town of Chapel Hill standards be <br /> installed at the end of the street. - <br /> 4. That lots 3, 4, 5, and 6 access on the proposed street and not on Rogers <br /> Road. <br /> 5. That lots 1 and 2 be restricted to a "shared-driveway" access onto Rogers <br /> Road. <br /> 6. That the developer and/or contractor be responsible for the placing of <br /> temporary regulatory traffic signs before Certificates of Occupancy are <br /> issued. <br /> 7. That final construction plans, including stormpipe calculations, be <br /> approved before issuance of a Zoning Compliance Permit. <br /> 8. That the subdivision be served by water and sewer prior to final plat <br /> approval. <br /> 9. That the subdivision meet Orange County Recreation requirements and all <br /> other Orange County Ordinance requirements. <br /> 10. That easement documents required by OWASA be recorded prior to final plat <br /> approval. <br /> 11. That prior to paving streets, utility service laterals be stubbed out to <br /> the front property lines of each lot. Sanitary sewer laterals shall be <br /> capped off above ground. <br /> BE IT FURTHER RESOLVED that the Council-hereby recommends that the Orange <br /> County Board of Commissioners approve the application for preliminary plat <br /> approval for Stacy Heights, Section II subdivision in accord with the plans and <br /> conditions listed above. <br /> This the day of , 198_. <br />
