104 Police protection would be provided by the Orange County <br /> Sheriff' s Department, while fire- protection would be <br /> provided by the New Hope Rural Fire District. <br /> Orange County Recreation and Parks Department has reviewed <br /> the proposed subdivision and recommends that a payment-in- <br /> lieu of dedication of recreation or open space be approved <br /> to meet subdivision recreation requirements. <br /> IMPACT: In accordance with the terms of the Joint Planning Agree- <br /> ment, Chapel Hill has reviewed the proposed subdivision and <br /> has recommended that it be denied. (See attached reso- <br /> lution) . The Town' s concerns focused on several key issues, <br /> including access and circulation problems, recreation space <br /> and the use of individual wells and septic tanks. Specific <br /> concerns raised by the Town were not addressed by the <br /> applicant. - <br /> Orange County Staff review of the proposed subdivision noted <br /> the following: <br /> (1) The tax map reference is incorrect. It should be <br /> changed to 7.23.D.25B. <br /> (2) Although the property is in the Transition area, public <br /> sewer is not available. The nearest sewer is at Chapel <br /> Hill High School approximately 3500 feet to the south. <br /> Public water is also not available. It is <br /> approximately 2500 feet to the southeast. Since both <br /> water and sewer are expected to be available in the <br /> future, easements for their installation should be <br /> included on the plan. <br /> (3) A payment-in-lieu of dedication of recreation and/or <br /> open space be approved per Recreation Department <br /> recommendation. This payment should be in the amount <br /> of $1,544. <br /> (4) A Class "C" private road should be indicated on the <br /> typical cross-section. <br /> (5) A recorded 10 'x70 ' sight triangle be provided and shown <br /> on the plan at the intersection of Rogers Road and East <br /> Tallyho Trail per NCDOT comment. <br /> (6) Lots 1 and 2 be restricted to a "shared driveway" <br /> access onto Rogers_ Road with notation on the plat <br /> stating same. <br /> (7) The names of adjacent property owners shown on the plan <br /> should be corrected. <br /> Specific concerns of the Orange County Planning Department <br /> were not addressed by the applicant. <br /> RECOMMENDATION: The Planning Board recommends denial of the Preliminary Plan <br /> and recommends submittal of a revised plan after consulta- <br /> tion with Town and County Staffs. <br />
