Representative of the <br /> company have indicated that 5,000 square feet is <br /> sufficient to serve their needs. <br /> Article 4.1 of the Zoning Ordinance permits telephone <br /> exchanges and similar facilities as a matter of right in <br /> all zoning districts. Such uses. however, must comply <br /> with the provisions of Article 6.16.12 which contains <br /> standards for building size and design. landscaping and <br /> screening. The proposed amendment would add a new <br /> subsection d) which would establish a minimum required <br /> lot area of 10.000 square feet or the lot area required) <br /> by the zoning district in which the use is located. <br /> whichever is less. <br /> At the public hearing. the Planning Department recommend- <br /> ed approval of the proposed amendment: Although OWASA <br /> supported the proposal, it also recommended that consid- <br /> eration be given to the following: <br /> 1. Allowing such facilities on lots of 5.000 square feet <br /> or more. <br /> 2. Increasing the current building area limitation from <br /> 200 to 400 square feet. <br /> 3. Changing the lot width from that required in the <br /> zoning district in which located to a uniform 75 feet. <br /> 4. Changing the front yard setback requirement from that <br /> required in the zoning district in which located to a <br /> uniform 30 feet. <br /> Item #1 may be considered for recommendation by the <br /> Planning Board. Items #2-#4 were not part of the <br /> advertised amendment and would require scheduling for <br /> public hearing to be considered for change. <br /> The Planning Department amends its initial recommendation <br /> to set a uniform lot area requirement of 5.000 square <br /> feet in that both utility companies recommended this <br /> standard. A minimum standard of 5.000 square feet would <br /> permit utility companies flexibility in negotiations with <br /> property owners while allowing them to secure larger <br /> sites to meet the needs for particular facilities. The <br /> utility companies would still be required to comply with <br /> existing design standards governing setbacks, outside <br /> storage areas. lighting, parking and screening. <br /> A further recommendation is that OWASA's concerns <br /> regarding lot width, building area and front yard setback <br /> be referred to the Ordinance Review Committee for study. <br /> MOTION: Shanklin moved approval to change 6.16.12 to read 5.000 <br /> square feet. Seconded by Walters <br />
