091 - Page Three - <br /> The major change would be a special focus on drug and alcohol <br /> abuse, with the contact person being Ms. Amy Robinson, Sub- <br /> stance Abuse Adolescent Specialist, Orange-Person-Chatham <br /> Mental Health Center. <br /> With this assistance, the Substance Abuse Program can re- <br /> ceive referrals from the schools, courts and social services <br /> and provide screenings, group counseling, consultation and <br /> case management. She would conduct one group per week at each <br /> school for one hour in length and three hours per week per <br /> school in individual screenings, parent and school consultation <br /> and case management. <br /> With the increased awareness of adolescent drug and alcohol <br /> abuse, the increased availability of cocaine and a national <br /> focus on what is now considered the Number 1 problem in our <br /> schools, we can expand services to adolescents currently using <br /> and help create a drug-free environment in which our children <br /> can learn. <br /> CBA money for this program would be used toward the Substance <br /> Abuse Adolescent Specialists' salary and wages. <br /> -4 Orange County 4-H <br /> The Task Force, as it did last fiscal year, recommends that <br /> money be allocated to the Orange County 4-H for the purposes <br /> of sending underprivileged, at-risk youth for a week's camp- <br /> ing experience. Children attending this camp not only have <br /> an opportunity for fun but also are exposed to living skills, <br /> performing and cultural arts and activities designed to en- <br /> hance their self-esteem. Children attending this summer <br /> camp are referred by agencies serving at-risk youth such as <br /> the Juvenile Court Counseling Services, Volunteers for Youth, <br /> and the Department of Social Services. <br /> The $1 , 100.00 recommended by the Task Force would serve <br /> eleven youths ($100.00/child) next summer. <br /> -5 Adolescent Day Treatment Program (ADTP.) <br /> The Adolescent Day Treatment Program (ADTP) is a community-based <br /> alternative for emotionally handicapped adolescents, ages 12-17. <br /> The program offers the following services: vocational (pre- <br /> vocational services, work experiences) ; psychological (testing <br /> and assessment, individual, group and recreational therapy, <br /> diagnosis and referral services) ; psychiatric (screening, con- <br /> sultation and medication therapy) ; educational (academic <br /> services, testing, assessment and school consultation) ; and <br /> independent living. <br />
