- Page Two - <br /> 090 <br /> In response to the growing demand to work with first offender <br /> and identified pre-delinquent juveniles, the DSC proposes to <br /> expand its existing services to focus on young people, age 16 <br /> and under. The Youth Program will serve to: ( 1) develop and <br /> provide conflict-resolution and social-skills training for <br /> juveniles identified both in and out of court; and (2) provide <br /> the opportunity for face-to-face meetings, in the presence of <br /> trained mediators, between individuals who have been victimized <br /> and perpetrators of those alleged crimes. With your assist- <br /> ance, the DSC can provide juveniles with skills to be aware of <br /> and accountable for their actions, help victims participate <br /> in recovering their losses, and have a positive impact on the <br /> criminal justice system. <br /> Money appropriated from CBA expansion funds would be used to <br /> hire another part-time staff person so that these issues can <br /> be adequately and consistently addressed. <br /> -2 Project Attend <br /> Project Attend is a program of the Orange County School system <br /> that is designed to improve the relationship between the school <br /> and students who are emotionally or physically handicapped and <br /> not attending school. The program serves students, grades 1 <br /> through 9. In 1986, over 100 students were identified needing <br /> the services of Project Attend. <br /> In response to the state's 11 months mandated summer-school <br /> program, Project Attend requested CBA Expansion Funds pay for <br /> local travel of the home/school worker and for required super- <br /> vision and consultation for the home/school worker by a pro- <br /> fessional staff member. Consultation is required, due to the <br /> intensity of need for attitude change with both parents and <br /> students; and travel to their homes is necessary for the <br /> success of the Program. <br /> -3 Phillips/Culbreth Project <br /> Originally, the Phillips Project was created to reduce the <br /> involvement in legal or psychiatric institutions for youth <br /> who attend Guy B. Phillips Junior High School by delivering <br /> a comprehensive and integrated community-based program of <br /> treatment and prevention services to targeted at-risk youth. <br /> The Orange-Person-Chatham Mental Health Center wishes to pro- <br /> pose continuing the Phillips Project with a special emphasis <br /> on the identification and treatment of adolescents with drug- <br /> and alcohol-related problems at both Phillips and Culbreth <br /> Junior High Schools. <br /> All components of the program including referral sources, goals <br /> of the program, measurable objectives, methods of measurement <br /> and budget would remain the same. The ten ( 10) hours of service <br /> per week would be divided evenly between both schools. <br />
