During times of <br /> prolonged drought they are dependent for water on releases <br /> from Lake Orange. <br /> A second alternative is to retain Lake Orange water level as a <br /> primary indicator for action but also, under specified condi- <br /> tions, use the flow volume and rate in the Eno River as an <br /> additional or substitute factor. <br /> The Manager, in consultation with the N. C. Division of Water <br /> Resources recommends the latter. If approved the concepts to <br /> be incorporated into Article 3 of the ordinance would include <br /> defining the water supply stages as: <br /> 1. NORMAL STAGE - when Lake Orange is 80% to 100% of usable <br /> storage and instream flow, as measured the Hillsborough <br /> U. S. Geological Survey Gage, is in excess of 1.1 MGD. <br /> 2 . ALERT STAGE - when Lake Orange usable storage is between <br /> 70% and 80% or in instream flow is in excess of 1.1 MGD. <br /> 3 . WARNING STAGE - when Lake Orange usable storage is <br /> between 50% and 70% and instream flow is less than 1.1 <br /> MGD. <br /> 4. DANGER STAGE - when Lake Orange usable storage is 40% to <br /> 50%. <br /> 5. EMERGENCY STAGE - when Lake Orange usable storage is 30% <br /> to 40%. <br /> 6. CRISIS STAGE - when Lake Orange usable storage is 10% to <br /> 30% (10% and below is considered not usable) . <br /> An ordinance incorporating these changes is being drafted by <br /> the County Attorney and will be ready for Board review <br /> December 16, 1986. <br /> IMPACT: The change would refine the administration of the ordinance <br /> and provide more clarity to the citizenry which is affected by <br /> the conservation measures. Restrictions could be scaled back <br /> from mandatory to voluntary conservation if approved. <br /> RECOMMENDATION(S) : <br /> Approved the ordinance as revised. <br />
