035 <br /> RECONSTITUTION OF THE HSAC <br /> (TO BE RENAMED) <br /> (HUMAN SERVICES PLANNING COMMISSION) <br /> 1. Charge <br /> The HSPC shall be responsible for making recommendations <br /> to the Board of Commissioners concerning human services <br /> programs in the County in orcar to improve the quality of <br /> life. The HSPC shall develop, review, and periodically <br /> evaluate human services programs. The HSAC shall also <br /> function in an advisory capacity, providing counsel to <br /> human services agencies, commissions, and other groups <br /> within the County. <br /> 2 . Role of HSPC <br /> The HSPC shall be a planning and evaluative body with <br /> the following specific duties: <br /> A. Coordination of the County human services delivery <br /> system. <br /> B. Assessment of human services needs in the County. <br /> C. Evaluation of the level and availability of human <br /> services delivered by County departments and other <br /> agencies. <br /> D. Recommendations for improving the structure of the <br /> County human services delivery system. <br /> E. Development and coordination of a system for: (1) <br /> receiving funding requests from non-departmental <br /> human services agencies, (2) recommending levels of <br /> non- departmental human services funding to the <br /> Board of Commissioners, and (3) monitoring all non- <br /> departmental human services agencies receiving <br /> funding. <br /> F. Studies and projects as requested by the Board of <br /> Commissioners. <br /> 3 . Authority/Jurisdiction of the HSPC as it relates to the <br /> Board of Commissioners/ non-departmental human services <br /> agencies and mandated human services boards (Health <br /> Social Services and Mental Health) . Organization chart <br /> of County human services structure. <br /> A. The HSPC shall be appointed by and responsible to <br /> the Board of Commissioners and shall conduct an <br /> annual work session with the Board of Commissioners <br /> and present reports to the Board of Commissioners <br /> regularly. <br />
