013 <br /> 2. To compare existing recreation and parks resources to the <br /> nationally accepted recreation and parks standards . <br /> 3. To determine the population characteristics of the <br /> citizenry of the county through a demographic analysis <br /> and a population analysis concentrating on the factors of <br /> growth, distribution and projection. <br /> 4. To identify the existing and potential park and recreation <br /> resources , facilities , and programs provided to the <br /> citizenship of Orange County. <br /> 5. To determine unmet resource needs to meet demand in 5, <br /> 10, and 20 year projections. <br /> 6. To recommend a 5 year plan of improvement subject to <br /> financing approval by the Board of County Commissioners. <br /> Provided will be an Action Plan outlining a priority <br /> ranking (recommending a specific order that the Action <br /> Plan should take) and an expenditure analysis presenting <br /> a financial cost estimate for actions suggested and a <br /> method-of-funding recommendation. <br /> Citizen input is a critical element of the Plan and adequate and <br /> varied opportunities to receive this input will be made available. <br /> It is anticipated that a staff-recommended 5-year portion of the <br /> Action Plan would be ready for Board of County Commissioners <br /> approval by June 1987, and the remaining 15 year projections and <br /> plan of improvement available in Fall 1987 . <br /> III. SCOPE OF WORK <br /> The scope of work for such a Plan will include, but not be limited <br /> to the following elements : <br /> A. Evaluation of current and projected (20-year) demographic and <br /> sociological factors pertinent to Orange County, including <br /> (but not limited to) composition of the population, population <br /> growth projections/trends , economic factors , community land <br /> use patterns . <br /> B. Evaluation of current and projected physical factors , <br /> including (but not limited to) land use, topography, highways <br /> and roads , physical barriers, and water resources. <br /> C. Inventory of existing recreation and park programs, areas and <br /> facilities offered by public, voluntary, and private agencies, <br /> and an evaluation of each. <br /> D. Inventory and evaluation of each existing and potential <br /> recreation and park site , including current and projected <br /> school properties , other publicly-owned lands , and other <br /> joint-use facilities. A county-wide map showing the location <br /> of the existing recreation and park sites should be included <br /> in the Plan. <br />
