Recommended recreation, park facility, and open space <br /> Standards developed specifically for Orange County (guided by <br /> those standards established by the National Recreation and <br /> Park Association--NRPA) and a comparison of existing (a) <br /> outdoor recreation program facilities, (b) public open space <br /> and park ares, and (c) indoor recreation facilities with these <br /> Orange County standards to determine unmet needs. <br /> F. A listing of unmet needs and a description of the nature of <br /> such needs , as identified above ( See E. ) <br /> G. An Action Plan to meet unmet needs . Each township will be <br /> studied both individually as well as how each relates to the <br /> county as a whole, with citizen input as an important element. <br /> This Action Plan should address unmet needs as it pertains to <br /> (a) outdoor recreation program facilities , (b) public open <br /> space and park areas , and (c) indoor recreation facilities. <br /> The areas and facilities recommended will be an outgrowth of <br /> program requirements and needs. Special emphasis will be <br /> placed on the utilization of existing resources . <br /> H. A priority schedule of the Action Plan for land acquisition, <br /> construction of capital improvements and renovation of <br /> existing facilities to include a short-term 5 year plan with a <br /> 20 year phasing program, broken down into 5 year intervals. <br /> This scheduling will include cost estimates. <br /> I. Recommendations concerning methods of financing the proposed <br /> areas and facilities, including viable funding options such as <br /> Orange County's payment-in-lieu of dedication ordinance , <br /> dedication of land, donations, etc. <br /> J. Recommendations for administration and staffing requirements <br /> and proposed operating budgets . <br /> K. Supporting maps , graphs , and charts to illustrate data as <br /> needed in the Plan document and at public meetings. These <br /> should address the specific needs and recommendations of the <br /> individual townships and the county as a whole . <br /> L. Summary of conclusions and recommendations in addition to the <br /> technical report/document/plan. This summary should be <br /> designed to be read by the elected officials as well as <br /> interested citizens who want to know about the Plan and its <br /> purpose. Also needed is a brief information brochure , <br /> suitable for mailing and distribution for <br /> publicity/information purposes. <br /> IV.
