011 <br /> AN OVERVIEW OF THE <br /> MASTER RECREATION and PARK PLAN PROCESS <br /> FOR ORANGE COUNTY <br /> I. INTRODUCTION <br /> Orange County has recognized the need to develop a comprehensive <br /> Master Recreation and Park Plan to assess the current and future <br /> recreation and park needs of its citizenry. Funding for such a <br /> study was requested by the Orange County Recreation and Parks <br /> Department and approved by the Board of Commissioners at their <br /> July 23 , 1986 meeting. A funding level of $ 10, 000 was approved <br /> with the understanding that at this lesser funding level , the <br /> study would be accomplished through a combination of in-house <br /> staff (Recreation and Parks and the Comprehensive Planning <br /> Division of the Planning Department) and technical assistance from <br /> a public organization such as the N.C. Dept of Natural Resources <br /> and Community Development , the School of City and Regional <br /> Planning and/or the Institute of Government. It now appears that <br /> the technical assistance component can best be provided on <br /> an hourly basis by CHR Associates. We are in the process of <br /> developing a detailed workplan and estimates of professional <br /> service hours. Following is an outline of how the Study would be <br /> accomplished. <br /> II. PLAN PROCESS <br /> The Recreation and Parks Department will react as the lead agency <br /> to coordinate and direct the planning process. The planning <br /> process will be accomplished by a "team" effort, with team members <br /> representing recreation and park interests , county-wide. Ad-hoc <br /> team members will include a representative from each municipality <br /> as well as each of the school systems. Existing larger leisure <br /> service providers will also be represented on an ad-hoc member <br /> basis . <br /> Funds allocated for the Study will also be utilized for the <br /> coordination of this team, the employment of an intern on a part- <br /> time basis to gather and assemble information into a workable <br /> format, and for the reproduction costs of the document and support <br /> materials . <br /> Progress and findings of the team will be reported to the County <br /> Manager and the Board of County Commissioners by the Recreation <br /> and Parks Director on a regular basis. The Recreation and Parks <br /> Advisory Council will seek input from the Planning Board before a <br /> final draft would be presented to the Board for approval and <br /> adoption. <br /> The goals and objectives of the Plan, to be accomplished by the <br /> Team are as follows : <br /> 1 . To delineate and analyze current and future demands of <br /> the county's recreation and park resources. <br />
