Ward, Director <br /> Date: November 20, 1986 <br /> - <br /> RE: Requests for Two Intake Workers <br /> As you are aware, we have included a request for two intake workers with our county <br /> budget for the last three or four years: For this year's budget request, these two <br /> position requests were dropped to adhere to the 3"ttaffing study recommendations. As <br /> a result, we are now using Helen Lee in our Hillsborough office and Barbara McPherson <br /> in our Northside office to handle intake cases. We have recently had to discontinue <br /> the transportation services which Helen and Barbara were providing, which averaged two <br /> to two and one-half days per week, .in order to meet the demand for intake. <br /> In addition we are now required by the state to offer a new Aid to Families with <br /> Dependent Children-Emergency Assistance program. This program began as of November <br /> 1, 1986 and provides emergency assistance to households having children under age 21 <br /> who meet income and reserve limits and have a qualified emergency. The manual for <br /> this program consists of 52 pages of policies and is fairly complex. We currently are <br /> administering this program thru a mixed application process in which Helen and Barbara <br /> take applications for those clients who wish to apply for emergency assistance and who <br /> are not applying for AFDC at the same time. We are.using the two AFDC intake workers, <br /> Deborah Ricks and Natalie Young, to take emergency applications for those also apply- <br /> ing for AFDC. <br /> We have seen approximately 20 applications for this program in the first three weeks <br /> of its existence without any advertisement of this program by the state. We anticipate <br /> that word of mouth will cause a continued increase in applications for this program. <br /> Since the program is funded at a 50 percent Federal, 25 percent State and 25 percent <br /> County.level the possibility for payback does exist should applications be approved <br /> incorrectly. We will be audited in the spring of 1987 on this program. <br /> The addition of this AFDC-EA program now means that we must provide intake service for <br /> the following <br /> 1) General Assistance Fund <br /> 2) Saratoga Mills General Assistance Fund <br /> 3) Crisis Intervention Program (CIF) <br /> 4) National Food and Shelter Board Program <br /> 5) AFDC-EA program <br /> In addition we still refer applicants to other assistance programs such as the �. <br /> Samaritan Relief Fund, Travelers Aid, and other services offered by agencies such as <br /> Orange Congregations in Missions after screening these applicants in intake. <br /> 0 <br />
