This bill mandates County participation in a new <br /> emergency assistance program as a part of the Aid to Families <br /> with Dependent Children Program. The purpose of this program <br /> is to provide short term assistance to families with children <br /> under age 21 who are experiencing a crisis. The goal of the <br /> program is to prevent future long-term dependence on other <br /> forms of public assistance through easing the impact of the <br /> existing crisis. <br /> The current number of intake workers proved to be inadequate <br /> to handle the demand for intake service applications as a <br /> result of the added numbers of applicants which resulted from <br /> the above program implementation. As a result, we stopped <br /> providing the transportation services (50% of their time) <br /> which the current workers were also providing and assigned <br /> them to full-time intake. This solution proved to be short- <br /> term. Since the beginning of this program six weeks ago, <br /> applicants for AFDC-EA in each office have increased from one <br /> or two per day initially to eight to ten da currently. 1 <br /> er <br /> P day rently. <br /> This increase, along with the applications for other existing <br /> programs (General Assistance, Saratoga Mills fund, Crisis <br /> Intervention) can not be handled by current staff. An addi- <br /> tional worker is needed full-time in each of our two offices. <br /> IMPACT: The hiring of two full-time intake workers would enable each <br /> of the DSS offices to re-instate provision of transportation <br />
