093 <br /> DESCRIPTION OF CBA FUNDS <br /> CBA funds are distributed to N. C. counties each year for <br /> funding of "Community Based Alternatives" programs which <br /> serve youth at-risk. House Bill 456 (1975) created these <br /> funds. A resolution on December 16, 1975 by the Orange <br /> County Commissioners created the Youth Services Needs Task <br /> Force to assist the County in planning and funding CBA <br /> programs. <br /> Orange County programs receiving recommended CBA funds in FY <br /> 86-87: <br /> Sheaffer House - a 90-day emergency shelter group home <br /> for Orange County youth. It is administered by Lutheran <br /> Family Services in contract with Orange County. <br /> Project Attend - a counseling and intervention program <br /> for youth at-risk dropping out of Orange County Schools. <br /> It is administered by the Orange County School system. <br /> Adolescent Day Treatment - an educational and <br /> behavioral program for youth whose needs cannot be best <br /> met by the public school system. It is housed at <br /> Northside Center and administered by OPC Mental Health <br /> Center. Our recommending funding is specifically for <br /> service to Orange County youth. <br /> Orange County 4-H - camp scholarships are awarded to <br /> youth-at-risk recommended by court counselors, social <br /> workers, school personnel and youth workers. Boys and <br /> girls 9-16 spend a week at 4-H Camp enjoying the out- <br /> doors and learning new skills. Each scholarship is $100 <br /> per child. The number of participants is based on the <br /> amount of funds received. <br /> IG <br />
