Amendments to either Town' s Land 88 <br /> Development Ordinance will be referred to the <br /> County for adoption. <br /> (Not applicable under the existing <br /> agreement. ) <br /> RECOMMENDATION: The Planning Board recommends approval <br /> of the proposed revisions with one change - <br /> revise the first sentence of Section 1.2 C to <br /> read as follows: <br /> C. Rural Buffer. The area designated on <br /> the Joint Planning Area Land Use Map as such and <br /> designated in the Joint Planning Area Land Use <br /> Plan as Rural Residential, Agricultural, <br /> Public/Private Open Space, Resource Conservation, <br /> Extractive/Disposal Use and the overlay district <br /> designated Water Quality Critical Area. <br /> The Planning Board also recommended that the <br /> Commissioners consider the following provisions <br /> for inclusion in any administrative procedures <br /> drafted to accompany the Agreement: <br /> 1. The Chapel Hill Town Council should appoint a <br /> resident of the Transition Area as a <br /> representative to its Planning Board. <br /> 2. Amendments to the Agreement should be <br /> referred to the Orange County Planning Board <br /> for recommendation prior to action by the <br /> Board of Commissioners. <br /> 3. The review procedures for projects <br /> in the Transition Area should include the <br /> Orange County Planning Department, Planning <br /> Board and Board of Commissioners. <br /> 4. The Town of Chapel Hill should include <br /> as part of any public hearing notification to <br /> affected property owners that they have the <br /> right to appear before the Orange County <br /> Planning Board during any project review and <br /> speak for or against said project. <br />
