Orange County and Chapel Hill entered <br /> into a Joint Planning Agreement. Under the terms <br /> of the present agreement, the County and Town <br /> have been cooperatively developing a Land Use <br /> Plan for the Joint Planning Area and jointly <br /> approving development requests within 10 and <br /> 20-Year Transition Areas outside the Town' s <br /> planning jurisdiction. <br /> The Agreement has worked well overall, but there <br /> have been awkward situations and administrative <br /> problems in implementation. Over the past six <br /> months. discussion has occurred about possible <br /> revisions to address the difficulties. <br /> On October 13► a draft revision of the Joint <br /> Planning Agreement was presented at a joint <br /> meeting of the Board of County Commissioners and <br /> the Town Council. A public hearing on the <br /> revised Agreement was held November 18. 1986. <br /> IMPACT: The revised Agreement proposes a new distribution <br /> of responsibility between the County and Chapel <br /> Hill. <br />
