That a payment-in-lieu of dedication of recreation area in <br /> the amount of $12,623 be made. to Orange County at the time <br /> of final subdivision plan approval, or within one year of <br /> approval of the preliminary subdivision plan, whichever <br /> comes first. Copies of the final site plan and narrative are to <br /> remain on file with the Orange County Planning Department <br /> and Chapel hill Planning Department. Grading and building <br /> permits, upon application, will be issued after approval and. <br /> recordation of the Special Use Permit. <br />
