RESOLUTION A MANAGER'S RECOMMENDATION " ` .. <br /> 082 <br /> A RESOLUTION APPROVING AN APPLICATION FOR A PLANNED DEVELOPMENT <br /> IN THE JOINT PLANNING AREA (86-11-10/R- ) <br /> ' WHEREAS, an application has been submitted for a Planned <br /> Development-Housing/Rezoning in the Joint Planning Area (property <br /> known as Lot 8 on Orange County Tax Map Number 18 for Chapel Hill <br /> Township) ; and • <br /> WHEREAS, the application has been reviewed in accordance with the <br /> terms of the Chapel Hill-Orange County Joint Planning Agreement; <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of <br /> Chapel Hill that the application, as represented by a Site Plan, <br /> Utilities Plan, Erosion Control Plan, and Phasing Plan dated <br /> March 6, 1986, is hereby approved with the following conditions: <br /> • 1. That a maximum of 120 dwelling units be constructed on this <br /> site. <br /> 2. That a private loop road serving the development be con- <br /> structed in compliance with NCDOT pavement standards as <br /> specified on page 7 of the NCDOT manual on Minimum "Construc-- <br /> tions Standards for Subdivision Roads. The loop road shall. <br /> be constructed to serve each phase prior to the occupancy. of <br /> any unit in the phase. (The unpaved portion of the loop road <br /> . is to be used as a construction entrance.) <br /> 3. That Eubanks Road be improved to 1/2 of a 47 foot <br /> cross-section with curb, gutter and sidewalk, with .dedica- <br /> tion of 1/2 of an 80 foot right-of-way; and that a turn lase . <br /> be provided on Eubanks Road, at its intersection with N.C. <br /> 86, with final plans approved by the County Manager and <br /> NCDOT prior to construction. ' . • <br /> 4. That final plans for all proposed improvements to Eubanks • <br /> Road along the site's frontage be according to Town stan- <br /> dards with corresponding right-of-way widths as required <br /> under 'the Town Design Manual and approved by the Town , <br /> Manager, County Manager and NCDOT prior to issuance of a <br /> Special Use Permit and that final plans for construction of <br /> the loop road be approved by the County Manager and NCDOT <br /> prior to issuance of a Special. Use Permit. <br /> 5. That the central recreation area include a picnic facility.. <br /> The location and design of the tot lot shown on the site <br /> plan and the picnic facility shall be reviewed and approved <br /> by the Orange County and Town of Chapel Hill Recreation <br /> Advisory Commissions. Recreation facilities shall be handi- <br /> capped accessible and include handicapped parking areas. <br /> Private recreation area provided on-site shall be at least <br /> 1 .74 acres in size.
