081 _11_ DRAFT <br /> COUNCIL MEMBERS ANDRESEN AND SMITH AGREED TO AMEND THEIR MOTION <br /> TO ADD THE TWO PARAGRAPH SUGGESTED BY THE ATTORNEY. <br /> THE MOTION AS AMENDED CARRIED, (7-2) WITH COUNCIL MEMBERS GODS- <br /> CHALK AND THORPE VOTING AGAINST. <br /> The resolution, as adopted, reads as follows: <br /> A RESOLUTION DENYING AN APPLICATION FOR A PLANNED DEVELOPMENT <br /> (86-11-10/R-2b) <br /> WHEREAS, an application has been submitted for a Planned <br /> Development-Housing/Rezoning in the Joint Planning Area (property <br /> known as Lot 8 on Orange County Tax Map Number 18 for Chapel Hill <br /> Township) ; and <br /> WHEREAS, the application has been reviewed in accordance with the <br /> terms of the Chapel Hill-Orange County Joint Planning Agreement; <br /> and <br /> WHEREAS, the Chapel Hill Town Council fails to find that the <br /> proposed development is appropriately located with respect to the <br /> pattern and timing of existing and proposed development in the <br /> Comprehensive Plan, and with respect to public and private <br /> facilities existing or clearly to be available by the time the <br /> development reaches the stage where they will be needed; and <br /> WHEREAS, the Site Plan fails to provide adequate on-site recrea- <br /> tion facilities as required by the Orange County regulations; and <br /> WHEREAS, the Town Council finds payment-in-lieu of recreational <br /> facilities to not be appropriate for this project; <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of <br /> Chapel Hill that the application as represented by a Site Plan, <br /> Utilities Plan, Erosion Control Plan, and Phasing Plan dated <br /> March 6, 1986, is not approved. <br /> BE IT FURTHER RESOLVED that the Town Council recommends that the <br /> Orange County Board of Commissioners deny the application accord- <br /> ingly for the reasons stated in this motion and due to the <br /> concerns raised during the Council's deliberations as reflected <br /> in the minutes. <br /> This the 10th day of November, 1986. <br /> Joint Planning Agreement Update <br /> Council Member Godschalk said they had met with Carrboro and <br /> Orange County on November 4th and had a frank and productive <br /> discussion of the issues. He said there were three main sets of <br /> issues which were discussed; 1) regulating development in the <br /> watershed prior to recommendations that might come from a study <br /> on the carrying capacity of the watershed; 2) expansion of the <br />
