-6- DRAFT Q76 <br /> looking for alternatives to a landfill for disposal of solid <br /> waste. <br /> Council Member Pasquini asked to see the guidelines for the <br /> requests for proposals saying he was unsure of the scope of the <br /> study. <br /> Council Member Andresen asked to see a copy of the study that <br /> Durham had recently had conducted. <br /> Council Member Godschalk asked for clarification of the waste-to- <br /> energy alternative suggested in the memorandum. Mr. Taylor said <br /> the Durham study had indicated that the waste-to-energy option <br /> would be 5 times more expensive than traditional methods. He <br /> said however, that the long term affects of the landfill were not <br /> know and the Task Force felt every option should be reviewed. <br /> Transportation Advisory Committee <br /> Council Member Thorpe said that there was nothing new to report <br /> since his last report. He commented that he would not be able to <br /> attend the next TAC meeting but that a staff member would attend <br /> in his stead. <br /> Staff Quarterly Report <br /> Manager Taylor said the staff' s quarterly report was included in <br /> the agenda packet and he would be glad to answer any questions. <br /> Affirmative Action Update <br /> Manager Taylor said this was the annual report on the Town' s <br /> affirmative action status. <br /> Council Member Thorpe stated that he was pleased the Town was <br /> continuing with its affirmative action plan. He said that he <br /> felt there were still areas which needed to be addressed, espe- <br /> cially having Blacks in upper management in the Police Depart- <br /> ment. <br /> Eubanks Townhouses <br /> Roger Waldon, Planning Director, stated that the applicant was <br /> attempting to get approval from NCDOT for improvements to the <br /> intersection of NC 86 and Eubanks Road as required in stipulation <br /> #4 of the Manager' s recommendation. He said that since the <br /> approval had not as yet been granted, stipulation #4 should be <br /> amended to qualify that this stipulation would be required if <br /> NCDOT approval could be secured. <br /> Council Member Preston asked if this meant approval from NCDOT <br /> might not be granted. Mr. Waldon replied yes. He said NCDOT had <br /> some reservations on the site distance. Mr. Waldon commented <br /> that what the staff would like is an additional lane so that cars <br />
