The area occupied by these facilities is <br /> approximately 1.08 acres, including adjacent landscaped <br /> areas. There is additional land area in the required 100 <br /> foot buffer along the northern property line and adjacent to <br /> the tennis court which could be utilized for passive recrea- <br /> tion purposes and satisfy the need for another 1.33 acres of <br /> recreation area. The applicant can also provide additional <br /> recreational space through the redesign of the site plan <br /> necessitated by the reduction in number of units. <br /> TRAFFIC CONCERNS, <br /> The changes included in the October 23. 1986 memorandum <br /> significantly affect some traffic concerns related to the <br /> project. Reduction of dwelling units from 137 to 120 reduces <br /> the anticipated traffic generation from 11068 trips per day <br /> to 936 trips per day. <br /> Perhaps more significant is the developer's proposal to <br /> add a turn lane to Eubanks Road at its intersection with NC <br /> 86 . This will create separate left and right turn lanes for <br /> Eubanks Road traffic entering NC 86 . The primary benefit <br /> realized from having separate turn lanes on Eubanks Road will <br /> be during the morning rush hour. With separate lanes. <br /> Eubanks Road traffic waiting for the left turn onto NC 86 <br /> will not block right turn traffic. This will reduce any <br /> tendancy to use Northwood Drive as an alternative to Eubanks <br /> Road for access to NC 86 . <br /> The changes in the project do not have a significant <br /> effect on our concerns about traffic volumes on NC 86. The <br /> increased traffic demands on NC 86 will result from the <br /> opening of 1-40 and the general development of the NC 86 <br /> corridor. This project comprises a relatively small portion <br /> of the total increase in traffic that will occur in the <br /> future. So the reduction in the number of dwelling units to <br /> 120 units will not significantly change the need for improve- <br /> ments on NC 86. <br /> ADDIMNAb POPULATION/SCHOOL AGE CHILDREN, <br /> Based on a population of 2.6 persons per household (1980 <br /> Census) , the estimated number of persons expected to reside <br /> in the 120 townhouses in this project is 312. The total <br /> number of school age children would be 41 (13% of 312) . <br /> RECOMMENDATION <br />
