Pilkey indicated they are <br /> calling , for Mixed-Use development in the area and <br /> asked the difference in the timing and pattern in <br /> the Chapel Hill proposal and the County 0-1•designation which will also need sewer and water <br /> service. <br /> Collins indicated that there is not that much <br /> distinction in terms of the pattern of development <br /> because the Countyls 0-I designation and the Town's <br /> Mixed Use designation are similar. <br /> Collins further explained the phasing as related to <br /> the traffic patterns and the completion of 1-40. <br /> FINDINGS OF FACT <br /> MOTION; Motion was made by Sharlene Pilkey, seconded by <br /> David Shanklin to approve a positive finding of <br /> fact on Section 8.6, 8.8A - 1-12 with the exception <br /> of 3. <br /> VOTE: Unanimous. <br /> MOTION: Motion was made by Steve Yuhasz, seconded by David <br /> Shanklin to approve the findings of fact related to <br /> Article 20.3 the same as those approved by the <br /> Staff. <br /> VOTE: Unanimous. <br /> Barry Jacobs questioned the findings of fact of <br /> Section 7.4.1 indicating he recalled the concerns <br /> that were expressed by citizens in Northwood. <br /> Steve Yuhasz indicated that what was heard was <br /> conjecture. There cannot be a development of this <br /> size anywhere that would not have a traffic impact <br /> on the neighborhood. <br /> Betty Margison indicated there is a problem now and <br /> this development will only compound the situation. <br /> MOTION: Motion was made by David Shanklin, seconded by <br /> Steve Yuhasz • to approve positive findings of <br /> Article 7.4, 7.4.1, 7.4.2, and 7.4.3. <br />
