(Approval of a Planned Development <br /> Housing/Special use Permit . constitutes <br /> ' preliminary subdivision plat approval.) <br /> Marvin Collins pointed ' out that these three <br /> . changes were brought about by proposals from <br /> the applicant to make changes in the project+. <br /> The applicant is reducing the number of units <br /> from 137 to 120 which reduces the impervious <br /> surface from .48% of the site to 45% of the <br /> site. He also indicated their willingness to <br /> ( provide a left turn lane on Eubanks Road at <br /> • its intersection with NC 86. <br /> Additions recommended to conditions presented at <br /> the October 13, 1986 public hearing ,include the <br /> following:. - <br /> 1. Add to Condition #6 - Sewer lines and. <br /> facilities shall be sized in a manner <br /> consistent with the adopted Land Use Plan for <br /> . the Joint Planning Area. , . <br /> 2. Add to Condition #10 . -- Construction fences, <br /> protecting areas of the site that are to <br /> remain undisturbed, shall be erected and <br /> maintained during all construction activity. <br /> • <br /> In answer to a-question from Carl •Walters, Marvin <br /> Collins indicated the fencing as referenced in #2 <br /> above refers to a temporary type of fencing which <br /> is better than the survey- flags or tape. to protect <br /> areas that are to remain undisturbed. <br /> In response to a question about plan revisions, <br /> Collins explained that once the Special Use Permit <br /> is approved, a detailed site plan will be submitted <br /> simultaneously to both staffs. They will review <br /> the plan and meet to determine if there are any <br /> main points of disagreement. If there are, they <br /> will meet with the applicant to revise the plan. <br /> In response to a question about the size of the <br /> sewer lines, Collins indicated that the project is <br /> so located that there is a drainage swale that <br /> crosses I- 40 and runs to the north. Pointing to a <br /> map, Collins followed the sever line and noted that <br /> the pump station should be sized to serve only the <br /> transition area. It should not be so large as to <br /> provide service out into the Rural Buffer. OWASA <br /> has already put sewer pipes under i- 40 to <br /> accommodate any sewer lines installed in the <br /> future. <br />
