Subsections (c) and (d) of the act set out permissible and prohibited uses of the <br /> funds. Expenditures may be incurred against the work programs of the COGs effective <br /> July 1, 1986. <br /> The procedures for distribution of the appropriation are: <br /> 1) Your COG will send you a copy of the resolution you should adopt to release <br /> funds to the COG. This resolution will specify how the funds will be used. <br /> 2) You should send the enacted resolution to your COG <br /> 3) The COG will send a batch of resolutions to the Office of State Budget and <br /> Management (OSBM) approximately monthly, with a request for payment. <br /> 4) The OSBM will verify the amounts and documentation and forward the batch to NRCD <br /> with instructions for payment. <br /> 5) NRCD will send a check for the total amount of the resolutions in the batch to <br /> the COG. <br /> 6) Funds unexpended by the COG at June 30, 1987 may be carried forward to the <br /> following year for expenditure under the act. <br /> 7) Reporting requirements are <br /> a) Each COG will prepare a work program for use of the funds in accordance <br /> with the act, and submit an information copy to the OSBM <br /> b) Each COG will submit to OSBM within 90 days after the end of the fiscal <br /> year a performance report listing accomplishments resulting from the <br /> expenditure of the funds.
