C. 27514 <br /> Dear Mr. Don Willhoit: <br /> As you may know, the 1986 session of the North Carolina General Assembly enacted <br /> legislation (attached) appropriating $990,000 to Councils of Government (and Lead <br /> Regional Organizations) to assist local governments in certain designated <br /> activities. The funds were placed in the budget of the state Department of Natural <br /> Resources and Community Development (NRCD) for distribution to the COGs. In order <br /> for the COGs to receive the funds, it will be necessary for the governing board of <br /> each town and county to pass a resolution requesting its share. An allocation is <br /> available to the COG for each active town, regardless of its membership in the COG. <br /> The purpose of this letter is to acquaint you with the law and the procedures which <br /> will be used to implement it. <br /> Each COG is eligible for a maximum of $55,000, based on population formulas which <br /> calculate a share for each county and for each town under 50,000 population <br /> (smaller city) . The formula for counties is: <br /> the count 's •o.ulation less lar:er cities' •o■ulation <br /> COG's population less larger cities' population plus smaller cities' <br /> population plus 1985 population of incorporations since 1980 <br /> Based on population of 77,070, the share of your town is $ 7,594.82. <br /> Federal 1980 census figures were used to determine population of units, except that <br /> official current (1985) estimates of the Demographic Section of this office (which <br /> has been designated the state census agency by the United States Census Bureau) have <br /> been used for towns incorporated since the 1980 census. The share of any unit which <br /> does not submit an appropriate resolution to this office by June 30, 1987 will <br /> revert to the state's general fund and not be available to the COG. <br /> It is important to note that the checks will be payable directly to the COGs and <br /> they will be responsible for expenditure of the funds as specified in the act. <br /> 116 WEST JONES STREET—RALEIGH 27611 (919) 733-7061 <br /> iro■mory <br />
