We <br /> updated the Chairman last week and wished to pass on the <br /> information to the full Board. . <br /> • The conditions we are experiencing do not fit our • <br /> Ordinance. Our ordinance sets forth 'a management plan for <br /> County action in times when water supply is being depleted. <br /> It is a downside Ordinance. It does not address what' to do <br /> when water supply is rapidly increasing. <br /> As of today Lake Orange is 51-1/2u below full. We would <br /> ' normally still be under mandatory control (until back to <br /> 32") . However, both Ben Johnston and Orange/Alamance Lakes <br /> • are spilling over the dams, and the flow today at the Eno <br /> gage is 3.70 CFS or 3 million gallons per day. This is over <br /> four times the minimum amount called for in our Ordinance; <br /> The average use for Orange/Alamance water systems is <br /> • 548,000 per day for the month of November. The Town of <br /> Hillsborough's average daily use is approximately 950,000 per <br /> day. This is below the normal demand. <br /> There has been no release of water from Lake Orange <br /> since November 5. Lake Orange water level is increasing 1/2” <br /> per day. <br /> If we did not get another drop of water there is enough <br /> water in Lake Orange- with the reduced demand - to supply to <br /> late March. <br /> The facts stated above is for your information as to , <br /> conditions as they exist today. There does not seem to be <br /> - ' any conditions under the Water Conservation Ordinance - to <br /> provide for reducing the mandatory restrictions to voluntary <br /> restrictions. We need some means to recognize the other <br /> conditions. <br /> The suggestion is the Ordinance could be amended by a <br /> footnote which would allow for voluntary restrictions when <br /> the instream flow would be above the 1. 1 million gallons per <br /> day with no release from Lake Orange. <br /> If it is the desire of the Board to amend the present <br /> Ordinance, staff will prepare,a proposal. <br /> .... <br />
