Orange County will review and comment on <br /> development applications within the. <br /> Transition Areas. Each Town will review and <br /> comment on applications within the Rural . <br /> Buffer depending upon the portion of the <br /> Rural Buffer which applies. Chapel Hill reviews and <br /> comments on projects - in the Rural Buffer.) , <br /> 5.
