During the period, 1976-79, almost $6.2 million was invested at PDK for capital projects. Of this amount, $4.6 million, or 74.4 percent, was provided by businesses (primarily the FBO's). According to interviews . - with the businesses which provided capital expenditures, most of their funds were paid to DeKalb County contractors and firms. Less than 15 percent of public capital investment was appropriated by DeKalb County. Of the total capital expenditures, DeKalb County provided less than-four percent. • If return on investment were a criterion by which to fudge the impor- tance of a public facility, PDK would represent a substantial succrss.
