It is not comprehensive, since resources were not avail- <br /> able for in-depth analysis. However;tit may represent the first time a <br /> careful look has been taken at the economic importance of the airport -- <br /> to DeKalb County and to metropolitan Atlanta. <br /> Today it is fashionable to speak of "leverage." Leverage often is <br /> used to describe the impact of governmental expenditure to trigger other <br /> investment. DeKalb-Peachtree Airport (PDK) is a clear example of leverage. <br /> County expenditures in the last four years have been almost insignificant <br /> -- $226,500. Even if county use of federal revenue sharing funds are added <br /> (another $466,000), the average annual capital cost to the county is <br /> $173,000. <br /> • <br /> These investments have '‘een complemented by $5,494,100 from other <br /> governmental agencies and private investors -- most by the latter. Indeed, <br /> the confidence in the airport shown by the private sector is greater than <br /> that displayed by its owner, DeKalb County. . <br /> On top of these facts, DeKalb County realizes a net operating sur- <br /> plus.
