Effective October 1, <br /> 1987, Medicaid covers pregnant women and children under age two, whose family income is <br /> equal to or less than 100% of the federal poverty guidelines. Effective January 1, 1988, <br /> coverage is extended to person who are 19, 20, and 21 years old, in accordance with <br /> federal rules and regulations; and to certain intact families when the head of household <br /> is unemployed. These intact families will also be eligible to receive AFDC-Unemployed <br /> Parent benefits. By March 1 , 1988, qualified health care providers may make initial <br /> eligibility determination for poor pregnant women prior to referring them to the <br /> department of social services for the application process. <br /> Two additional eligibility workers will be needed to implement these program expansions. <br /> In recognition of this need for administrative support, the General Assembly appropriated <br /> 1.5 million for each year in the 1987 - 89 Biennium for public assistance administration. <br /> Orange County's share of these funds is $9,004.00 to match an equal amount of federal <br /> funds for a total of $18,008.00. <br /> Two eligibility workers can be employed by the department, effective January 1, 1988, at a <br /> cost of $20,080.95. The cost to the county will be $1,036.48 which is available within <br /> the agency's existing budget. <br /> RECOMMENIDATION: Authorize the creation of two Eligibility Specialift I positions <br /> effective January 1, 1988. , s <br />
