The League supports joint planning as the best process for <br /> managing growth cooperatively in the areas of Orange County surrounding <br /> Chapel Hill and Carrboro. We believe it is, preferable to extra- <br /> territorial jurisdiction because it preserves the right of residents <br /> of the area to vote for some representatives making the major land <br /> use decisions affecting them, while allowing the Towns orderly develop- <br /> ment of the urbanizing areas. It also has proven to foster cooperation <br /> across jurisdictional boundaries, as exempfied in the joint adoption <br /> of the land use plan.
