--------- AIIIIII11111111111 <br /> . . - . <br /> . . <br /> • <br /> . . <br /> 080 <br /> WHEREAS Mr. Don Willhoit, Chair of the Orange County Board of <br /> Commissioners has proclaimed the week of June 22-29 as Anti- <br /> discrimination Week; and <br /> WHEREAS the opening statement of the Proclamation is to be affirmed <br /> as one definition of American democracy, and can be affirmed <br /> • as a proclamation against discrimination; and <br /> . . <br /> WHEREAS the remainder of the proclamation is in itself discrimin- <br /> atory because it is based on "affectional oreintation" rather <br /> than citizenship or civil rights; and <br /> . . <br /> WHEREAS we, the undersigned United Methodist Ministers of Orange <br /> County, affirm our Church's statement that "homosexual persons <br /> no less than heterosexual persons are individuals of sacred <br /> worth, who need the ministry and guidance of the Church in <br /> their struggles for human fulfillment, as well as the spirit- <br /> . <br /> ual and emotional care of a fellowship which enables recon- <br /> ciling relationships with God, with others, and with self. <br /> Further we insist that all persons are entitled to have their <br /> human and civil rights ensured, though we do not condone <br /> • the practice of homosexuality and consider this practice <br /> incompatible with Christian teaching." (paragraph 71, The <br /> Discipline of the United Methodist Church, 1984.); and <br /> • <br /> WHEREAS we believe that all proclamations of a government agency <br /> . , <br /> should represent a majority vote of that agency to insure the <br /> . . <br /> - • democratic process; <br /> • <br /> THEREFORE BE IT RESOLVED that we the undersigend tax-paying citizens <br /> , . <br /> of Orange County, request the Orange County Board of Commissioners <br /> to review and consider Mr. Willhoit's proclamation on Anti- <br /> . <br /> i discrimination and publish its response; and <br /> BE IT FURTHER RESOLVED that the Orange County Board of Commissioners <br /> ' • establish a process whereby the Board shall approve all procla- <br /> mations as a part of the written agenda of its regular public <br /> . . <br /> • . meetings.
