049 <br /> IMPACT: Application of the two acre minimum lot size will have a <br /> significant impact on this request. Approval of the request <br /> would allow the development of six additional lots in the <br /> subdivision. This would result in an additional 60 trips <br /> per day entering onto Jones Ferry Road, bringing the total <br /> trips per day for Mel-Oaks II to 147. Application of the <br /> two acre minimum lot size would reduce the number of addi- <br /> tional lots to three and the number of additional trips per <br /> day to 30. Daily trips entering Jones Perry Road from Mei-- <br /> Oaks II would only be 117. <br /> The first three phases of Mel-Oaks contains 23 lots all of <br /> which were developed in conformance with the 40.000 square <br /> foot minimum lot size requirement. <br /> RECOMMENDATION: The Planning Staff recommends approval of the three-lot <br /> design for Mel-Oak Estates Phase 4 subject to the following <br /> conditions; <br /> (1) That lots 15 and/or 16 access to Mel-Oaks Trail. This <br /> will provide the minimum number of lots (4) that the <br /> Department of Transportation requires to receive <br /> access from a cul-de-sac. <br /> (2) There are no recreation areas or greenways designated <br /> for the site in the Joint Planning Area Land Use Plan. <br /> Another condition of approval is submission of pay- <br /> ment-in-lieu at the time of the time of final plan <br /> approval or within one year of preliminary approval <br /> whichever occurs first. The payment shall be equal to <br /> $372 and is based on the standard of 1/35th (0.03) of <br /> an acre per unit x 3 dwelling units on lots = 0.09 <br /> acres x $4135/acre (1987 valuation) . If the Planning <br /> Board elects to approve six lots, the payment-in-lieu <br /> would be twice that amount or $744. <br /> (3) That a landscaping plan be submitted showing trees to <br /> be preserved upon project completion, specifying their <br /> location and approximate size. Plans shall be pre- <br /> pared and trees preserved in accordance with Section <br /> IV-B-8 of the Subdivision Regulations. <br /> (4) Show building setback lines on individual lots. <br /> The Planning Board recommends approval of the six-lot design <br /> for Mel-Oaks Estates Phase 4 subject to the following condi- <br /> tions: <br /> (1) That there be no further phases to the subdivision. <br /> (2) That the payment-in-lieu of recreation areas required <br /> by Section IV-B-7 of the Subdivision Ordinance be <br /> accepted and set at $744. <br /> (3) That a landscaping plan be submitted showing trees to <br /> be preserved upon project completion, specifying their <br /> location and approximate size. Plans shall be pre- <br /> pared and trees preserved in accordance with Section <br /> IV-B-8 of the Subdivision Regulations. <br />
