The subdivision <br /> was developed in phases, with Phases I-III having <br /> received preliminary and final approval. Lots in <br /> each of the first three phases ranged from 40.000 <br /> to 44.000 square feet in area. <br /> Phase IV of Mel-Oaks is a six-lot subdivision <br /> located adjacent to a street extending eastward <br /> from Phase II. The property is located in the <br /> Rural Buffer which presently requires a two-acre <br /> minimum lot size. Lot sizes proposed in the <br /> subdivision average slightly over 40,000 square <br /> feet in size. The Planning Board recommended <br /> approval of the six-lot design since sketch plan <br /> approval had been given prior to August 5, 1986, <br /> the date of adoption of the JPA Land Use Plan, <br /> and compliance with the two-acre requirement <br /> would result in differing lot sizes within the <br />
