043. <br /> Dear Lake Orange Property Owner: <br /> November 12, 1986 <br /> Page 2 <br /> According to engineering evaluation neither rise in <br /> permanent lake level would cause lakefront homes to be <br /> flooded under either a 50 or 100 year flood event since they <br /> are above the flood easement line of 620 feet. As an added <br /> precaution, a design for collapsible flashboards has been <br /> proposed to lessen the risk of flood damage. The flashboard <br /> system would include a manual release system to collapse the <br /> flashboards during major storm events and a lease-line, <br /> telephone-based alarm monitoring system to alert emergency <br /> management officials to impending high water levels. While <br /> not affecting homes a change in lake level could affect what <br /> is within the County's easement such as a portion of roadway <br /> connecting some of the lots, several private fishing piers <br /> and the boathouse near the dam. Orange County is in the <br /> process of considering which impacts, if any, should be <br /> addressed with public funds. <br /> Orange County has stated its intention to raise the lake <br /> level to 615 pending satisfactory resolution of property <br /> issues restricting further increase to the lake level. On <br /> November 3, 1986 the Board voted to: <br /> 1. Proceed with engineering design to raise the level <br /> of Lake Orange by one foot but for the design to be <br /> capable of raising the lake two feet; and <br /> 2 . Authorize the County Manager to complete a survey <br /> of the Lake Orange property owners to determine <br /> concerns about and support for the project. <br /> A questionnaire is enclosed to carry out the survey. By �? <br /> answering the questions Orange County will be better able to <br /> determine the extent to which legal problems exist and also <br /> be able to weigh property owner concerns and/or support for <br /> the project. <br /> Thank you for your assistance.
