Thompson <br /> County Manager <br /> 106 East Margaret Lane <br /> Hillsborough , NC 27278 <br /> Re: Contract for Engineering Services . <br /> Improvements to Lake Orange Dam <br /> County of Orange <br /> Dear Mr. Thompson : <br /> Hazen and Sawyer , P. C. , is pleased to offer a contract <br /> proposal for continuation of the engineering services necessary <br /> to assist the County of Orange in obtaining additional raw water <br /> storage capacity at Lake Orange Dam. The proposed improvements <br /> to the dam are based upon an earlier report by Hazen and Sawyer <br /> dated March 22, 1985. Engineering services are those associated <br /> with the installation of flashboards at the dam thereby <br /> increasing the available water storage . The scope of services <br /> included in this proposal are as follows : <br /> 1. Preparation of design drawings detailing a flashboard <br /> system that will provide the capability of raising the <br /> normal lake level up to two feet to Elevation 616.0. <br /> We understand that the initialS increase in lake level <br /> will be limited to one foot to Elevation 615.0 pending <br /> satisfactory resolution of property issues restricting <br /> further increases in the lake level . The . flashboard <br /> • system will include a manual release system to collapse <br /> the flashboards during major storm events and a <br /> lease-line, telephone-based alarm monitoring system to <br /> alert County officials to impending high water levels . <br /> 2. Assistance in securing the necessary permit from the <br /> North Carolina Land Quality Section for modifications <br /> to the dam. The drawings and detailed calculations <br /> will be submitted to the Land Quality Section in <br /> support of the permit application . <br /> 3 . Assistance in securing bids from qualified contractors <br /> to perform the required modifications. We envision <br /> that the modifications can be undertaken through normal <br /> County purchasing contracts and that only minimal <br /> specifications and drawings will be required.
