John Forrest <br /> r r <br /> . <br /> vt�4 � <br /> RESOLUTION <br /> DEVELOPMENT OF A NEW RESERVOIR. <br /> AT THE HOST FEASIBLE SITE <br /> WHEREAS, It is the obligation and primary objective of all elected officials <br /> to promote the health, safety and general welfare of those citizens <br /> whom they are elected to represent, and <br /> WHEREAT, During the Spring and Swimmer of 1986, Orange County suffered the <br /> most severe drought experienced in the last century from the lack <br /> of sufficient rainfall, and <br /> WHEREAS, the continued degree of demand from year to year causes the lake <br /> level at take Orange to drop during the summer season causing hard- <br /> ships to water users and commercial establishments, and. <br /> WHEREAS, Lake Orange is the primary water source providing the necessary <br /> commodity to customers served by Orange-Alamance Water System, the <br /> Hillsborough Water System and further serves as a reserve source <br /> for Orange Water and Sewer Authority, and <br /> WHEREAS, the North. Carolina Division of Em,ironmental Management requires <br /> that water companies and municipalities maintain a requir ;. level <br /> of in-stream flow in the rivers below water and wastewater treat- <br /> ment plants in order to maintain aqatic life, and. <br /> WHEREAS,, since growth in the northern Orange County area continue* requiring <br /> an additional water source, <br /> Therefore, the Hillsborough Town Board request the Orange County Board of <br /> Commissioners to begin immediate proceedings for the construction <br /> of a new reservoir at Seven-Mile Creek or at some other feasible <br /> locaationin order to provide to Orange County residents adequate <br /> water supply during drought conditions. <br /> Also, the Hillsborough Town Board urges Orange County to proceed <br /> immediately with the raising of the level of Lake Orange dam by <br /> two feet thereby increasing the storage capacity of the reservoir. <br /> Further, the Hillsborough Town Board, is committed to assist the <br /> Orange.
