DRAFT JOINT PUBLIC HEARING PAGE 5 <br /> Katherine Mercer, a mobile home resident, expressed concern <br /> that facts about mobile home parks had been distorted. She . <br /> indicated that she felt the mobile home park owner/operators <br /> deserved a grandfather clause without qualifications. She <br /> felt this would take care of discrimination against mobile <br /> homes . She noted that she is well pleased with the lot she <br /> has in a park for her mobile home. <br /> Joseph B. Supeano, mobile home owner/property owners stated <br /> that he had moved to North Carolina from Connecticut and is <br /> well pleased with his home in JOPPA OAKS. He noted that <br /> restrictions in North C rolina were not as strict as those <br /> An Connecticut nor is the tax base in Orange County as high. <br /> He expressed concern with the possibility of new restric- <br /> tions being place on existing mobile home parks. <br /> Forrest Heath, owner/operator of Ridgewood Mobile Home Park, <br /> stated that his park was begun in 1965 before zoning in <br /> Orange County . He noted that his park was approximately 25% <br /> completed when zoning was enacted. Three-fourths of the <br /> property of his park was Zoned residential or farmland with <br /> only one-fourth being zoned 'moblie home park district. He <br /> explained the process . he pursued to obtain a zoning change. <br /> He also reviewed the actions taken by the Board and <br /> explained the court proceedings which he had to engage .in to <br /> obtain the zoning change . He expressed concern with "retro-- <br /> active" amendments especially with the court process he had <br /> dy g through complete his mobile <br /> already had to go throw h to be able to c©m. <br /> home park . <br /> Collins indicated that many valid considerations had been <br /> presented in regard te the standards . He noted that these <br /> represent the real reason that he is recommending further <br /> study of the standards. He noted that EMS and the Sheriff 's <br /> Department had expressed concern with the lack of nuobering <br /> system in th parks and the width of some of the traveiways . <br /> He stated that these considerations 4ndicate to him that the <br /> Planning Board and Planning Staff and mobile home park <br /> owner/operators need to work together on standards which are <br /> realistic and equitable. <br />
