7 <br /> , <br /> OdL <br /> areas to be disturbed, regardless of the size of the area to <br /> b. be uncovered. <br /> Erosion Control Plan Reciuirements - prior to the commence- <br /> ment of any land-driturbing activity that will result in the <br /> uncovering of more than 20, 000 square feet of land, the <br /> person (s) conducting the land disturbing activity must <br /> prepare and submit an Erosion Control Plan for the proposed <br /> site. The Plan must be approved and a Grading Permit ob- <br /> tained prior to the start of the disturbance. The Erosion <br /> Control Officer may, at his discretion, grant a Plan Waiver <br /> if the amount of disturbance is between 20, 000 square feet <br /> and 40 , 000 square feet, the site conditions warrant it and <br /> the disturbance is not directly adjacent to a sensitive <br /> area. <br /> Section 7 - Basic Control Ob 'ectives <br /> The basic control objectives which are to be considered in <br /> developing and implementing an erosion and sedimentation control <br /> plan are to <br /> a. Identify Critical Areas - on-site areas which are subject to <br /> severe erosion, and off-site areas which are especially <br /> vulnerable to damage from erosion and/or sedimentation, are <br /> to be identified and receive special attention, and appro- <br /> priate mitigative measures are to be taken to protect those <br /> areas. <br /> b. Limit Ex.osed Areas - all land-disturbing activities are to <br /> be planned and conducted to minimize the size of the area to <br /> be exposed at any one time. <br /> c. Limit Time of Exposure - all land-disturbing activities are <br /> to be planned and conducted to limit exposure to the short- <br /> est feasible time. <br /> d. Control Surface Water - surface water runoff originating <br /> upgrade of exposed areas should be controlled to reduce <br /> erosion and sediment loss during the period of exposure. <br /> e. Control Sedimentation - all land-disturbing activities are <br /> to be planned and conducted so as to prevent off-site <br /> sedimentation damage. <br /> f. Manage Storm Water Runoff - when the increase in the peak <br /> rates and velocity of storm water runoff resulting from a <br /> land-disturbing activity is sufficient to cause accelerated <br /> erosion of the receiving watercourse, plans are to include <br /> measures to control the velocity and the rate of release at <br /> the point of discharge so as to minimize accelerated erosion <br /> of the site and increased sedimentation of the stream. <br />
