3 <br /> 0212 <br /> Diversion - a channel or a ridge or combination thereof which is <br /> constructed across sloping land either on the contour or at a <br /> predetermined grade. Its purpose is to intercept and divert <br /> surface runoff before it gains sufficient volume and velocity to <br /> cause erosion and convey the surface runoff to a protected area. <br /> Energy Dissipator - means a structure or a shaped channel section <br /> with mechanical armoring placed at the outlet of pipes or con- <br /> duits to receive and break down the energy from high velocity <br /> flow. <br /> Erosion - means the wearing away of land surface by the action of <br /> wind, water, gravity, or any combination thereof. <br /> Erosion Control Officer - means the person designated under <br /> Section 16 of this Ordinance. <br /> Ground Cover - means any natural vegetative growth or other <br /> material which renders the soil surface stable against accelerat- <br /> ed erosion. <br /> Groundwater Recharge - the infiltration of water into the earth. <br /> It may increase the total amount of water stored underground or <br /> only replenish supplies depleted through pumping or natural <br /> discharge. <br /> Impervious _ Structure - is any structure which prevents free <br /> seepage of rainwater into the ground, including but not limited <br /> to buildings, paved roads, paved parking lots, airport runways, <br /> etc. <br /> Intermittent Stream - a stream or portion of a stream that flows <br /> only in direct response to precipitation. It receives little or <br /> no water from springs and no long-continued supply from melting <br /> snow or other sources. It is dry for a large part of the year . <br /> Lake or Natural Watercourse - means any stream, river, brook, <br /> swamp, sound, bay, creek, run, branch, canal, waterway, estuary, <br /> and any reservoir, lake or pond, natural or impounded, in which <br /> sediment may be moved or carried in suspension, and which could <br /> be damaged by accumulation of sediment or any body of water which <br /> is or would be denoted by a solid blue line or solid blue shapes <br /> on United States Geological Survey topographic maps. <br /> Land-disturbing Activity - means any use of the land by any <br /> person in residential, industrial , educational, institutional, or <br /> commercial development, highway and road construction and mainte- <br /> nance that results in a change in the natural cover or topography <br /> and that may cause or contribute to sedimentation. <br /> Local Government - means any county, incorporated village, town <br /> or city, or any combination of counties, incorporated villages, <br /> towns, and cities, acting through a joint program pursuant to the <br /> provisions of this Article. <br />
